Phát ngôn viên ngoại giao Trung Quốc Hồng Lỗi, khi được yêu cầu xác thực hình ảnh vệ tinh chụp hồi đầu tháng cho thấy việc xây đường băng ở đá Vành Khăn, nói rằng nước này “có quyền”. Ông Hồng nói như vậy bất chấp thực tế đá Vành Khăn ở quần đảo Trường Sa thuộc chủ quyền của Việt Nam.
Ông Hồng bao biện việc xây dựng và cải tạo của Trung Quốc tại một số bãi đá mà nước này gọi là “đảo” là “hợp pháp, hợp lý và hợp tình”.
Hồng còn ngang nhiên tuyên bố Trung Quốc là “một nước lớn có trách nhiệm” nên “cần xây dựng các hạng mục” ở Biển Đông, nhằm “đáp ứng nhu cầu phòng vệ quân sự” của nước này.

Theo Washington Post, những bãi đất phía bắc, tây và nam ở Vành Khăn được cải tạo đầu năm nay hiện được nối liền và gia cố bằng kè bờ. Việc mở rộng lối vào phía nam cho thấy nơi này rất có thể trở thành căn cứ hải quân trong tương lai, Tổ chức Sáng kiến Minh bạch Hàng hải châu Á (AMTI) cho biết.
Vành Khăn, Subi, Chữ Thập là ba trong số ít nhất 7 bãi đá thuộc quần đảo Trường Sa đang bị Trung Quốc cải tạo, có khả năng cao là dùng cho mục đích quân sự trong tương lai.
Diplomat hôm 11/9 đăng hình ảnh vệ tinh chụp bãi Subi vào đầu tháng, cho thấy Trung Quốc đang san nền trái phép một khu vực dài khoảng 2.200 m, có thể làm đường băng.
Việt Nam nhiều lần phản đối việc Trung Quốc xây dựng, mở rộng trái phép công trình trên các bãi, đá và làm thay đổi nguyên trạng tại khu vực quần đảo Trường Sa. Bộ Ngoại giao khẳng định Việt Nam có đầy đủ căn cứ pháp lý cùng bằng chứng lịch sử để khẳng định chủ quyền tại hai quần đảo Hoàng Sa và Trường Sa. Hành động của Trung Quốc không chỉ xâm phạm nghiêm trọng chủ quyền của Việt Nam mà còn vi phạm Tuyên bố về ứng xử của các bên ở Biển Đông (DOC) mà Trung Quốc và Hiệp hội Các quốc gia Đông Nam Á (ASEAN) ký năm 2002.
